On August 20, 2020, the 2020 China Parking Industry (Summer) Summit Forum sponsored by the Parking Group and co-sponsored by Qingdao Huatong Shichuandao Parking Equipment Co., Ltd. was held in Qingdao as scheduled. Associate Professor Gu Dasong, executive director of the Transportation Law and Development Research Center of our college, was invited to participate in the meeting and gave a wonderful report on issues related to the securitization of road parking berth management rights.

Associate Professor Gu Dasong delivered a keynote speech at the forum on the topic of Policies and Legal Issues in the Securitization of Road Parking Berth Management Rights. Professor Gu first started with China's first road parking toll right asset support project and introduced the breakthrough significance of this ABS for China's parking industry. Afterwards, Professor Gu introduced relevant policies and legal issues, mainly including: berth scale, berth charging pricing, road berth charging subjects, road berth charging rights granting, road berth arrears payment according to law, road Legislative support for intelligent berth management.

The difficulty of parking has been a prominent problem in the field of people’s livelihood in recent years, and it has become more and more serious with the increasing number of motor vehicles. From the perspective of the securitization of road parking berth management rights, Professor Gu fully affirmed the breakthrough significance of the ABS project for the Chinese parking industry, pointed out that financial institutions are an important participant in solving the parking problem, and provided a new solution for the parking problem ideas and directions.
