In the afternoon of January 15, 2023, Southeast University organized experts to evaluate the Cyber Security + Law double bachelor's degree program. The five experts of the evaluation team are Professor Zuo Weimin, Dean of Sichuan University School of Law, Professor Peng Chengxin, Dean of Shanghai Jiaotong University Kaiyuan Law School, Professor Jia Chunfu, School of Cyberspace Security, Nankai University, Professor Li Qianmu, School of Computer Science and Engineering, Nanjing University of Technology, and Professor Zhang Zaishen, School of Information Science and Engineering, Southeast University. Project Report
The reporters made reports on the background overview, discipline foundation, construction plan and preliminary demonstration of the project.
First of all, the reporters elaborated the background of the project from three aspects: national strategy, social demand, and construction necessity. The report of the 20th National Congress of the Party for the first time includes adhering to the comprehensive rule of law and promoting the construction of China under the rule of law as a special chapter, and the Party Central Committee has put forward the macro-strategic deployment of cyberspace governance of regulating the network according to the law from the top level of national system design. Cyberspace security is an important part of the overall security concept of the country, and the implementation of good law and good governance in maintaining cyberspace security is an important task of the Party and the State in governing the country, and is also the key to coordinating network development and network security. At present, Internet technology has penetrated into all corners of the world and all walks of life. Based on the current situation that there is a shortage of talents with both law and cyberspace security technology in China, based on the actual construction of national first-class undergraduate majors, following the philosophy of emphasizing crossover, promoting integration and strengthening innovation, breaking the barriers of disciplines and majors, exploring It is urgent to explore the cultivation path of Net Security + Law first-class cross-leaders of excellent disciplines.
After that, the reporters introduced the teaching conditions and resources of the School of Cyberspace Security and the School of Law respectively, fully demonstrating the solid foundation of cyber security and law disciplines supporting this project, as well as the provincial and ministerial bases of the research base of international governance in cyberspace, the judicial big data research base of the Supreme People's Court and the research center of cyber security and rule of law of the Central Internet Information Office, etc., which provide sufficient resources and conditions for the cultivation of dual-degree professionals. The researcher then discussed the objectives of cultivation, the conditions of cultivation, and the conditions of the research.
After that, the reporters elaborated the construction plan of the project from the aspects of training objectives, curriculum system and main courses. The two schools have creatively introduced integrated courses, such as Legal Foundation of Cyberspace Security, Introduction to Legal Problems of Artificial Intelligence, Methodology of Legal Big Data Research, etc. On the premise of laying a good foundation of general knowledge and mathematics and science for students, the knowledge line of cyberspace security and the knowledge line of law are carried out in parallel.
Finally, the debriefer proposed that the two institutes will rely on the dual tutor system to jointly improve the quality assurance measures of the project. At present, the project has passed the preliminary review of Southeast University Academic Affairs Office in mid-December.
After the project report, Professor Zuo Weimin, head of the review team, on behalf of the review team, highly affirmed the work carried out by the project so far, and considered that the project is highly necessary, feasible and operable. After that, five experts of the evaluation group discussed and evaluated the report, and asked questions and had a lively discussion on curriculum integration, training objectives and employment prospects, and put forward relevant opinions and suggestions.
Prof. Peng Chengxin questioned how to truly integrate the curriculum in the curriculum setting. In response, Prof. Chen Liquan said that the two colleges have added a series of integration courses based on the original college foundation. Prof. Li Qianmu also highly affirmed the additional integration courses, and believed that the legal foundation related to cyber security was set up as a special course and fully integrated into the law curriculum through concentrated practice, such as artificial intelligence and other contents that both the legal and cyber communities need to explore next, which laid the foundation for students to develop their horizons and employment considerations.
Prof. Jia Chunfu shared the work experience of the pilot class of information security-law dual degree at Nankai University, saying that the program fully reflects the intersectionality of disciplines, so from the perspective of ability structure and knowledge structure, the cultivation of such dual degree talents needs to consider whether to start from the new liberal arts or new engineering. Professor Zhang Zaichen also put forward the view that the cultivation goal should be clear, whether to cultivate talents with legal knowledge in the process of cyberspace work, or talents with legal professionalism and cyberspace work technology. Prof. Chen Liquan responded to this that further modifications have to be made in the specific integration work according to the characteristics and positioning of each university.
Prof. Zuo Weimin threw out his confusion about his employment future in response to some students' feedback that it is difficult to coordinate their time because they study two majors, and their fragmented learning leads to their inability to make clear career plans. Prof. Cheng Guang added that through research, cyberspace management emphasizes more on three parts technology and seven parts management, but now the national security department is very short of talents with both network technology and legal knowledge, so it can only conduct secondary training in management. The cultivation of dual-degree talents can make up for the shortcomings of the program, so that the government no longer needs secondary training and saves resources, so the actual employment space is very considerable.
In addition, the review group also discussed the issues of enrollment and certificate issuance in detail. Finally, after discussion, the group unanimously agreed that the program has clear cultivation objectives, solid discipline foundation, outstanding professional characteristics, reasonable curriculum and sound guarantee mechanism, and unanimously agreed to pass the evaluation.

Southeast University has been strengthening the cultivation of cross-disciplinary talents according to the discipline layout of strong engineering, advantageous science, fine arts and characteristic medical disciplines.
