On January 16, 2023, the fourth quarter of 2022 and the annual work progress of the project Research on Comprehensive Analysis of Public Opinion and Intelligent Review Technology of Legal Provisions of the National Key R&D Program Science and Technology Support for Social Governance and Smart Society was held online. The presentation was successfully held online.

Senior Engineer Xue Jingsheng of the General Science and Technology Information Technology Team of Tianjin Municipal Public Security Bureau, Gao Shaolin, former Director of the Legal Committee of Tianjin Municipal People's Congress, Yang Caifeng, Professor of Central Judicial Police Academy, Tang Jie, Researcher of Legal Research Center of Tencent Research Institute, Wang Xiaomi, Director of Regulations and Standards Department of the Ministry of Ecology and Environment, Xue Zhan, 123 Judicial Command and Coordination Center of Jiangsu Provincial Department of Justice, Professor Liu Yanhong, project leader, Professor Ouyang Benqi, Dean of Southeast University School of Law, and Professor Ouyang Benqi, Director of Southeast University School of Law. Professor Ouyang Benqi, Dean of Southeast University College of Law, the project leaders and key members of the participating units attended the presentation meeting.

The meeting was hosted by Associate Researcher Xu Minchuan from Southeast University Law School. Professor Ouyang Benqi, Dean of Southeast University College of Law, delivered a speech on behalf of the College of Law, expressing his gratitude to all the experts and teachers present for their help and guidance to the project research, emphasizing that the College of Law has always featured interdisciplinary research and formed the Southeast model of cross-research, and the College will continue to support the continuous promotion of the project research work.

At the meeting, Prof. Liu Yanhong, the project leader, made a general report on the project background and demand overview, annual progress and results overview, technical route and prototype system, list index completion and next phase focus. The five project leaders introduced the progress of each topic.

After the report, the experts put forward constructive opinions on the progress of the project in the fourth quarter and the year. Engineer Xue Jingsheng of Tianjin Public Security Bureau's Science and Technology Information Technology Headquarters pointed out the existing problems in terms of research development, comparison of results of list indicators, refinement arrangement of the next phase of work focus, top-level design of application demonstration program, development of quality supervision plan and collaboration and docking among topics, and put forward specific suggestions for improvement of the five sub-topics respectively in response to the project report.

Director Gao Shaolin of the Legal Committee of Tianjin Municipal People's Congress (TPCLC) addressed the issue of co-ordination among the topics of the project and suggested that the project level should play a commander-in-chief role, strengthen the close contact among the topics, implement centralized research and help the R&D sprint at the milestone stage of the project. Prof. Yang Cai Feng offered guidance on the increment of science and technology innovation, clarification of technology R&D priorities, unity management of the team, deployment of tasks at each stage and expression of specific details. Researcher Tang Jie from Tencent Research Institute suggested widening the channels for collecting opinions including government, media, experts, and the public, and improving the project model from the perspective of research material expansion. Director Wang Xiaomi from the Ministry of Ecology and Environment added specific comments from the perspective of demand response from demonstration application units, specific application installation, and data capture methods. Xue Zhan, 123 Judicial Command and Coordination Center of Jiangsu Provincial Department of Justice, suggested that the project system construction could compare the content and adoption of existing legislative amendments, solicit feedback from users of existing legislative systems, and focus on compatibility issues of system construction.

Project leader Prof. Liu Yanhong summarized the promotion meeting. Professor Liu Yanhong expressed his gratitude to the experts and teachers for their valuable suggestions, and said that in the next phase of the project, he would absorb the experts' opinions, align with the requirements of the unveiling of the list, vigorously promote the project research, further integrate and unite the research power of the subject groups, pay attention to the actual effectiveness of the project on the ground, and ensure the further smooth progress of the project.
